Abstract
Creative writing instruction in the 21st-century era requires a shift from merely assigning writing tasks to providing transformative, learner-centered experiences. This chapter explores the instructional design of a Creative Writing course in higher education, integrating Outcome-Based Education (OBE) and Project-Based Learning (PjBL) frameworks. This design aims to address common pedagogical challenges, such as writing anxiety and unstructured instructional approaches, through a systematic and meaningful process. The curriculum is organized within a progressive one-semester framework covering various genres, including poetry, news articles, short stories, and biographies. A significant contribution of this design is the emphasis on glocalization, where students draw on local cultures, traditions, and social issues as sources of inspiration for English texts, thereby supporting cultural sustainability. The teaching methodology combines genre-based instruction, an iterative process-based writing approach, and peer-review workshops to foster collaborative and reflective skills. Assessment is conducted continuously, with projects serving as the dominant component (weighted at least 50%). Evaluation includes formative assessments, a local tourist attraction vlog for the mid-term, and a mini-exhibition of creative portfolios for the final exam. The chapter concludes that effective creative writing instruction must balance systematic OBE structures with students' creative freedom to produce relevant academic and professional learning outcomes.
