Abstract

Abstrak Demokrasi adalah kekuasan negara berada di tangan rakyat. Pada dasarnya demokrasi merupakan ruang sebagai bentuk perjuangan suara rakyat, keadilan dan kesataraan hak setiap warga negara. Pemilu sarana demokratis untuk memilih wakil rakyat secara langsung oleh warga negara. Dalam menarik perhatian rakyat, tim kampanye ataupun perserta pemilu melaksanakan beberapa kegiatan kampanye untuk dapat memperoleh suara dari rakyat. Maka dibutuhkanlah peran Panwaslu Kelurahan/Desa (PKD) dalam kegiatan kampanye. Pengawasan kampanye merupakan salah satu tahapan penting dalam rangka menjaga integritas dan keadilan Pemilu. Panwaslu Kelurahan/Desa (PKD) memiliki peran strategis dalam memastikan proses kampanye berjalan sesuai dengan peraturan perundang-undangan yang berlaku. Terutama pengawasan kampanye pemilihan calon anggota DPRD Kabupaten Situbondo. Tujuan dari penelitian ini adalah Untuk mengetahuai apakah Peran dan Hambatan Panwaslu Kelurahan/Desa (PKD) di Kelurahan Mimbaan dalam Pengawasan Kampanye Pemilihan Calon Anggota DPRD Kabupaten Situbondo pada Pemilihan Umum Tahun 2024. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan jenis studi lapangan. Teknik pengumpulan data menggunakan Teknik observasi, wawancara, dan dokumentasi. Dan Teknik analisis data yang digunakan dalam penelitian ini adalah pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Berdasarkan hasil penelitian ini adalah 1) PKD memiliki peran strategis, tidak hanya sebagai pengawas formal sesuai Undang-Undang No. 7 Tahun 2017 dan peraturan KPU, tetapi juga sebagai fasilitator komunikasi antara peserta pemilu, penyelenggara, dan masyarakat melalui pengawasan preventif, klarifikasi, serta fasilitatif. 2) Pelanggaran yang paling sering ditemukan adalah pemasangan Alat Peraga Kampanye (APK) di lokasi terlarang, penyebaran bahan kampanye yang tidak sesuai ketentuan, serta kegiatan kampanye tatap muka tanpa pemberitahuan resmi. 3) Namun, efektivitas pengawasan PKD masih menghadapi tantangan, antara lain luasnya wilayah Mimbaan, tingginya jumlah penduduk, keterbatasan jumlah personel, serta kendala dalam penggunaan teknologi digital akibat faktor usia pengawas. Kondisi tersebut menunjukkan bahwa meskipun PKD berperan penting, masih diperlukan dukungan tambahan agar fungsi pengawasan dapat berjalan lebih optimal. Kata kunci: Pemilihan Umum, Kampanye, Peran, Pengawasan Abstract Mohammad Khoirul Anam, NPM 202014050. “The Role of the Village/Sub-district Election Supervisory Committee (PKD) in Mimbaan Village in Supervising the Election Campaign for DPRD Candidates for Situbondo Regency in the 2024 General Election” Democracy is a system in which state power lies in the hands of the people. Essentially, democracy provides space as a form of struggle for the people's voice, justice, and equality of rights for every citizen. Elections are a democratic means for citizens to directly choose their representatives. In order to gain public support, campaign teams or election participants carry out various campaign activities to attract voters. Therefore, the role of the Village/Subdistrict Election Supervisory Committee (PKD) is crucial during campaign activities. Campaign supervision is one of the essential stages in maintaining the integrity and fairness of the electoral process. The PKD holds a strategic role in ensuring that campaign activities comply with existing laws and regulations, particularly in the supervision of campaigns for the election of candidates for the Regional House of Representatives (DPRD) of Situbondo Regency. The purpose of this research is to examine the roles and challenges of the Village/Kelurahan Election Supervisory Committee (PKD) in Mimbaan Village in overseeing the campaign activities of legislative candidates for the Situbondo Regency Regional People’s Representative Council (DPRD) during the 2024 General Election. The method used in this research is a qualitative approach with a field study design. Data collection techniques include observation, interviews, and documentation. The data analysis techniques applied are data collection, data reduction, data presentation, and conclusion drawing. The results of this study indicate that: (1) The Village/Kelurahan Supervisory Committee (PKD) has a strategic role, not only as a formal supervisor in accordance with Law No. 7 of 2017 and the regulations of the General Election Commission (KPU), but also as a communication facilitator between election participants, organizers, and the community through preventive, clarificative, and facilitative supervision. (2) The most frequent violations found include the installation of campaign props (APK) in prohibited locations, the distribution of campaign materials that do not comply with regulations, and face-to-face campaign activities conducted without official notification. (3) However, the effectiveness of PKD supervision still faces challenges, such as the vast area of Mimbaan, the high population density, the limited number of personnel, and difficulties in utilizing digital technology due to the age factor of the supervisors. These conditions demonstrate that although PKD plays an important role, additional support is still needed to ensure that supervisory functions can be carried out more optimally.
