Abstract

Children are considered a divine blessing and must be protected, as they possess inherent dignity, worth, and fundamental human rights. Within the framework of national development, children are viewed as the future of the nation and successors to its ideals. The Department of Women’s Empowerment, Child Protection, Population Control, and Family Planning (DP3AP2KB) in Situbondo plays a critical role in assisting the Regent in managinggovernmental responsibilities related to women’s and children’s rights, population management, and family planning. Its duties include policy development, implementation, monitoring and evaluation, administrative functions, and other tasks assigned by the Regent. This study seeks to explore how charismatic leadership, employee discipline, and work environment influence employee performance at DP3AP2KB Situbondo, with job satisfaction acting as a mediating factor. Adopting a quantitative research method, the study involved 35 non-leadership staff members selected through simple random sampling. Data analysis was carried out using the Structural Equation Modeling –Partial Least Squares (PLS-SEM) approach. The findings, obtained using Smart PLS 3.0, reveal that both charismatic leadership and discipline significantly and positively affect job satisfaction, while the work environment shows a positive but statistically insignificant effect. Regarding performance, charismatic leadership and the work environment have a positive yet insignificant influence, whereas discipline negatively and significantly affects performance. However, job satisfaction significantly and positively impacts employee performance. Furthermore, the indirect effect analysis indicates that charismatic leadership and discipline positively and significantly affect performance through job satisfaction, whereas the work environment has a positive but non-significant indirect effect.
