Abstract
The problems experienced by farmers are very complex. Therefore, the government's role is needed to address and reduce the risk of crop failure. One concrete action of the government's role in the Situbondo Regency is the establishment of Situbondo Regency Regulation Number 02 of 2022. This study aims to determine how the implementation of Situbondo Regency Regulation Number 02 of 2022, Article 14 paragraph 1 concerning the Protection and Empowerment of Farmers in the distribution of agricultural production inputs in Pasir Putih Village. This study uses a qualitative method with data collection techniques of observation, documentation, and interviews. The collected data are then analyzed using data collection techniques, data reduction, data presentation, and drawing conclusions. The results of the study indicate that the implementation of the Regional Regulation in the distribution of agricultural production inputs in Pasir Putih Village still has several shortcomings, such as delays in the delivery of agricultural production inputs, differences in understanding between the head of GAPOKTAN (Farmer Group Association), who stated that the quality provided was quite good, and farmers who stated the opposite due to the fact of crop failure. In addition, there is a lack of coordination between farmers and farmer groups and between farmer groups and the Pasir Putih Village Office, limited resources in the form of agricultural production facilities provided, and budget constraints. However, this study also shows that the Regional Regulation has had a positive impact on farmers in Pasir Putih Village, such as cooperation with agricultural institutions, namely farmer groups, in the distribution of agricultural production facilities, the availability of training and counseling for farmers, and precise targeting in distribution. This study is expected to provide recommendations for the Situbondo Regency Government to improve the implementation of Regional Regulations and the welfare of farmers, especially in Pasir Putih Village.
