Abstract

INDONESIA Penyusunan Daftar Pemilih Tetap (DPT) merupakan salah satu aspek krusial dalam penyelenggaraan Pemilihan Kepala Daerah (Pilkada) Serentak, karena berperan dalam menjamin keakuratan data pemilih serta legitimasi hasil pemilihan. Namun demikian, rendahnya kualitas data awal, keterbatasan akses terhadap informasi, serta lemahnya koordinasi antara penyelenggara pemilu di tingkat lokal seringkali menjadi kendala dalam proses penyusunannya. Oleh karena itu, diperlukan evaluasi yang komprehensif terhadap mekanisme penyusunan DPT. Penelitian ini bertujuan untuk mengevaluasi proses penyusunan DPT pada Pilkada 2024 di Kabupaten Situbondo dengan mengacu pada ketentuan Peraturan Komisi Pemilihan Umum (PKPU) Nomor 7 Tahun 2024. Metode yang digunakan adalah pendekatan kualitatif deskriptif, yang dinilai mampu memberikan pemahaman mendalam terhadap dinamika, permasalahan, dan efektivitas pelaksanaan proses penyusunan DPT. Dalam penelitian ini, digunakan teori evaluasi dari William N. Dunn yang bertujuan untuk menilai kebijakan secara sistematis melalui enam dimensi evaluatif, yaitu efektivitas, efisiensi, kecukupan, pemerataan, responsivitas, dan ketepatan. Hasil penelitian menunjukkan bahwa penyusunan DPT di Kabupaten Situbondo secara umum telah mengikuti prosedur yang ditetapkan dalam regulasi, namun masih ditemukan beberapa kendala, antara lain belum optimalnya validasi data pemilih pindahan, rendahnya tingkat partisipasi masyarakat dalam proses pencocokan dan penelitian (coklit), serta keterbatasan kapasitas sumber daya manusia pada tingkat penyelenggara teknis di lapangan. ENGLISH The preparation of the Permanent Voter List (DPT) is one of the crucial aspects in holding the Simultaneous Regional Head Election (Pilkada), because it plays a role in ensuring the accuracy of voter data and the legitimacy of the election results. However, the low quality of initial data, limited access to information, and weak coordination between election organizers at the local level often become obstacles in the preparation process. Therefore, a comprehensive evaluation of the DPT preparation mechanism is needed. This research aims to evaluate the process of preparing the DPT in the 2024 Pilkada in Situbondo Regency by referring to the provisions of General Election Commission Regulation (PKPU) Number 7 of 2024. The method used is a descriptive qualitative approach, which is considered capable of providing an in-depth understanding of the dynamics, problems and effectiveness of the implementation of the DPT preparation process. In this research, William N. Dunn's evaluation theory is used which aims to assess policies systematically through six evaluative dimensions, namely effectiveness, efficiency, adequacy, equity, responsiveness and accuracy. The results of the research show that the preparation of the DPT in Situbondo Regency has generally followed the procedures set out in the regulations, but several obstacles are still found, including the lack of optimal validation of transfer voter data, the low level of community participation in the matching and research (coklit) process, as well as limited human resource capacity at the technical organizer level in the field.
