Abstract

Regional Head Elections (PILKADA) are a tangible manifestation of the implementation of elections for Governors and Vice Governors, Regents and Vice Regents, as well as Mayors and Vice Mayors, which require transparency, accountability, and efficiency at every stage of their conduct. In the 2024 Simultaneous Regional Head Elections, the General Election Commission (KPU) utilized the Electronic Recapitulation Information System (SIREKAP) application as a digital tool for vote recapitulation. This study aims to analyze the implementation of the Sirekap application in Sumbermalang Subdistrict, Situbondo Regency. The research method used is a descriptive qualitative approach through interviews, observations, and documentation of the Regency KPU, PPK, PPS, and KPPS. Based on the results of the study, it was found that the use of the Sirekap application accelerated the recapitulation process and increased the transparency of the voting results, although it still faced obstacles such as limited devices, internet networks, and human resource readiness. The success of the implementation was supported by good communication between organizers, an adequate bureaucratic structure, and the commitment of the implementing officers. The supporting factors for the implementation of the Sirekap application are the commitment of organizers, good communication, and regulatory and equipment support. The obstacles include network limitations, low digital skills among some officers, and technical challenges with the application. Overall, the Sirekap application has improved the transparency and efficiency of vote tabulation, but infrastructure strengthening, human resource capacity building, and system improvements are still needed to optimize its performance.
