Abstract
ABSTRAK Agung Rahmat Miswantoro, NPM. 202014037,Implementasi Peraturan Daerah No 6 Tahun 2016 Tentang Retribusi Pelayanan Pasar Besuki, Kecamatan Besuki Kabupaten Situbondo. Dinas Koperasi, Perindustrian, dan Perdagangan (Diskoperindag) Kabupaten Situbondo merupakan salah satu unsur otonomi daerah yang mempunyai tugas membantu Bupati melaksanakan urusan Pemerintahan yang menjadi kewenangan Daerah di bidang perdagangan dan perinustrian. Salah satu tugas Diskoperindag adalah mengelola hasil retribusi pelayanan pasar sesuai dengan Peraturan Daerah No. 6 Tahun 2016 tentang Retribusi Pelayanan Pasar. Tujuan dari penelitian ini adalah untuk mengetahui pengelolaan retribusi pelayanan pasar Besuki dan pendapat pedagang serta faktor-faktor pendukung dan penghambat dalam pengelolaan retribusi pelayanan pasar di Kecamatan Besuki, Kabupaten Situbondo. Penelitian dilakukan dengan pendekatan kualitatif. Lokasi Penelitian adalah Pasar Besuki lama dan Dinas Koperasi, Perindustrian, dan Perdagangan. Sumber data diperoleh dari wawancara dan pengumpulan data dengan pihak yang bersangkutan. Hasil penelitian menunjukkan bahwa pengelolaan retribusi pelayanan pasar sudah dikelola dengan baik. Beberapa kendala yang dihadapi dapat diatasi jika antara petugas dengan pedagang dapat bekerjasama dengan baik. Hasil pendapat dari beberapa pedagang sudah merasa cukup puas dengan pengelolaan retribusi pelayanan pasar. The Department of Cooperatives, Industry, and Trade (Diskoperindag) of Situbondo Regency is one of the autonomous regional entities responsible for assisting the Regent in carrying out governmental affairs within the region’s authority in the fields of trade and industry. One of Diskoperindag's duties is managing market service retribution revenue in accordance with Regional Regulation No. 6 of 2016 on Market Service Retribution. The purpose of this study is to understand the management of market service retribution in Besuki Market, traders' opinions, as well as the supporting and inhibiting factors in managing market service retribution in Besuki District, Situbondo Regency. The research was conducted using a qualitative approach. The research locations were the old Besuki Market and the Department of Cooperatives, Industry, and Trade. Data sources were obtained through interviews and data collection with relevant parties. The research results indicate that the management of market service retribution has been handled well. Some challenges faced can be overcome if officers and traders collaborate effectively. The opinions of several traders suggest that they are generally satisfied with the management of market service retribution Keyword : Regional Levy, Management of Market Service Levy
