Abstract

INDONESIA Abstrak Tujuan penelitian yaitu untuk mengatahui Prosedur Pelayanan Pengurusn Perizinan Berusaha Berbasis Risiko Sektor Perikanan Pada Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Kabupaten Situbondo . Metode penelitian yang digunakan yaitu Kualitatif. Pengumpulan data terdiri dari observasi, Wawancara, dokumentasi. Teknik analisis data menggunakan data kualitatif dilakukan secara interaktif. Berdasarkan hasil penelitian bahwa Pelaku usaha harus menggunakan OSS pertama kali, pengguna harus membuat user-ID dalam laman https://oss.go.id/. Selanjutnya, log-in ke sistem OSS dengan menggunakan user-ID yang sudah terdaftar. Lengkapi data yang diperlukan untuk memperoleh Nomor Induk Berusaha (NIB). Apabila proses telah dilakukan sampai tahap akhir, maka pengguna sudah dapat menggunakan NIB yang terdaftar sebagai identitas pelaku usaha sekaligus legalitas untuk melaksanakan kegiatan usaha. Beberapa persyaratan yang harus dimiliki pelaku usaha, yaitu memiliki NIK dan menginputnya dalam proses pembuatan user-ID. Khusus untuk pelaku usaha berbentuk badan usaha, Nomor Induk Kependudukan (NIK) yang dibutuhkan adalah NIK Penanggung Jawab Badan Usaha. Para pemilik usaha perikanan yang masuk kategori risiko menengah tinggi ke atas harus mengurus SIUP dengan cara mengisi formulir yang telah di sediakan di DPMPTSP. Hasil penelitian dan survey selanjutnya dituangkan dalam bentuk Rekomendasi Teknis yang dikeluarkan oleh Dinas Perikanan dan Peternakan selaku Instansi Pembina Teknis. Setelah persyaratan terpenuhi dan benar, Kepala DPMPTSP menandatangani dan menerbitkan SIUP. Kata kunci : Prosedur Pelayanan, Perizinan Berusaha Berbasis Risiko ENGLISH Abstract The purpose of the study was to determine the Procedure for Risk-Based Business Licensing Services in the Fisheries Sector at the Investment and Integrated One-Stop Service Office of Situbondo Regency. The research method used is Qualitative. Data collection consists of observation, interviews, documentation. Data analysis techniques using qualitative data are carried out interactively. Based on the results of the study, business actors must use OSS for the first time, users must create a user-ID on the page https://oss.go.id/. Next, log in to the OSS system using the registered user-ID. Complete the data required to obtain a Business Identification Number (NIB). If the process has been carried out to the final stage, the user can use the registered NIB as the identity of the business actor as well as the legality to carry out business activities. Some requirements that must be met by business actors, namely having a NIK and inputting it in the process of creating a user-ID. Especially for business actors in the form of business entities, the Population Identification Number (NIK) required is the NIK of the Person in Charge of the Business Entity. Fishery business owners who fall into the medium-high risk category and above must take care of the SIUP by filling out the form provided at the DPMPTSP. The results of the research and survey are then stated in the form of a Technical Recommendation issued by the Fisheries and Animal Husbandry Service as the Technical Supervisory Agency. After the requirements are met and correct, the Head of DPMPTSP signs and issues the SIUP. Keywords: Service Procedures, Risk-Based Business Licensing
