Abstract

INDONESIA (Stunting dapat mempengaruhi tumbuh kembang pada anak yang cukup besar baik dalam jangka panjang maupun jangka pendek, beberapa faktor penyebab terjadinya stunting pada anak ialah masalah pola asuh, masalah sosial ekonomi, dan rendahnya tingkat pendidikan. Peraturan Bupati No. 45 tahun 2022 ini dibuat sebagai pedoman dan kepastian hukum dalam upaya percepatan penurunan stunting. Adapun tujuan dari penelitian ini adalah untuk mengetahui Implementasi Peraturan Bupati No. 45 Tahun 2022 Tentang Percepatan Penurunan Stunting Di Dinas Kesehatan Kabupaten Situbondo dengan menggunakan model implementasi dari Edward III yang terdiri dari 4 pendekatan yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif dan teknik pengumpulan datanya menggunakan observasi, wawancara, dan dokumentasi. Analisis data dari penelitian ini menggunakan model dari Miles dan Huberman yang terdiri dari 3 pendekatan yaitu reduksi data, penyajian data, dan kesimpulan. Dari hasil penelitian ini pihak Dinas Kesehatan Kabupaten Situbondo telah melaksanakan tugasnya sesuai dengan Peraturan Bupati No. 45 tahun 2022 tentang percepatan penurunan stunting namun masih terdapat beberapa kendala seperti keterlambatan kader posyandu dalam meng-input data, kurangnya kesadaran masyarakat dalam menjaga kesehatan dan lingkungan, dan pemberian pola asuh yang kurang dari orang tua terhadap anak.) ENGLISH (Stunting can affect the growth and development of older children in the long and short term. Several factors that cause stunting in children are parenting problems, socio-economic problems, and low levels of education. Regent Regulation No. 45 of 2022 was created as a guideline and legal certainty to accelerate stunting reduction. The purpose of this study was to determine the Implementation of Regent Regulation No. 45 of 2022 concerning the Acceleration of Stunting Reduction in the Situbondo Regency Health Office using the implementation model from Edward III, which consists of four approaches, namely communication, resources, disposition, and bureaucratic structure. This study uses a descriptive research method with a qualitative approach. The data collection techniques were done through observation, interviews, and documentation. Data analysis from this study used the Miles and Huberman model, which consists of three approaches: data reduction, data presentation, and conclusions. This study shows that the Situbondo Regency Health Office has carried out its duties following Regent Regulation No. 45 of 2022 concerning the acceleration of stunting reduction, but there are still several obstacles. These obstacles include delays in data input by Posyandu cadres, lack of public awareness in maintaining health and the environment, and poor parenting patterns from parents towards children.)
