Abstract
A village is a community unit with the authority to manage and address the interests of its residents, based on traditions and customs passed down through generations. The village head is a leader elected by the community to fulfill responsibilities aimed at improving the villagers' welfare. Community empowerment is one approach to enhancing the village economy by fostering the skills and capabilities of its residents. Ketah Village is known as a center for “pindang” fish production. The village head maximizes this potential by processing “pindang” fish and marketing it beyond the village boundaries. Strategies include selecting high-quality raw materials, employing skilled human resources to ensure competitive products, leveraging the tourism appeal of Dubibir Beach, and coordinating with the village government. The village head’s extensive network plays a crucial role in distributing the finished products effectively. This study aims to describe the role of the village head in empowering the community of Ketah Village, Suboh District, Situbondo Regency. The research employs a qualitative method, involving 7 informants, comprising key informants and supporting informants. The data analysis process includes data reduction, data presentation, and conclusion drawing. The findings of the study are summarized as follows: 1. The village head plays a significant role in community empowerment by providing encouragement and motivation to the community for managing marine resources (fish), leading to the production of high-quality products. 2. The village head facilitates the provision of necessary infrastructure and facilities to help the community market their products. 3. Community participation and the availability of adequate facilities are key factors contributing to this success. 4. Limited capital and natural resources are identified as major obstacles.
