Abstract

The Gebangan Village community is a community that has complex needs. In line with this, they need quality services from the local village government who must always try to improve their ability to provide better services according to community guidelines. One of the main functions of the Village Consultative Body is to accommodate and channel the aspirations of the community. The Village Consultative Body (BPD) as the representative of the people in the Village is a place for the Village community to express their aspirations and to accommodate all complaints and then follow up on these aspirations to be submitted to the relevant agencies or institutions. The Village Consultative Body (BPD) has carried out its duties and functions but in the process of making Village Regulations there are still obstacles that can hinder its making BPD does not have the power even though it was born by law but has been planned and is still waiting for a Regional Regulation from Situbondo Regency because the Gebangan Village Regulation must be adjusted with local regulations. The role of the BPD as a Supervisor can be explained that the BPD has carried out its duties well, but this is only done by some members, because there are still some BPD members who prioritize their own work rather than their duties as BPD. This shows the lack of understanding of the members of BPD on the tasks and functions assigned.
