Abstract

ABSTRAK Rif ‘Atul Izzah, NPM. 201914044. “Implementasi Program Bantuan Stimulan Perumahan Swadaya (BSPS) di Desa Selowogo Kecamatan Bungatan Kabupaten Situbondo” Bantuan Stimulan Perumahan Swadaya (BSPS) merupakan fasilitas pemerintah berupa bantuan sosial kepada Masyarakat Berpenghasilan Rendah (MBR). Perumahan swadaya merupakan rumah-rumah yang dibangun atas prakarsa dan upaya masyarakat, baik secara sendiri maupun berkelompok program ini memiliki tujuan yaitu untuk memberdayakan masyarakat berpenghasilan rendah agar mampu membangun dan meningkatkan kualitas rumah secara swadaya sehingga dapat menghuni rumah yang layak dalam lingkungan yang aman dan sehat. Peningkatan kualitas rumah dalam hal ini berupa bantuan perbaikan fisik rumah. Bantun fisik rumah adalah bentuk dukungan dan perbaikan infrastruktur fisik pada rumah atau tempat tinggal individu atau keluarga yang membutuhkan. Tujuan utama dari bantuan fisik rumah adalah untuk meningkatkan kondisi tempat tinggal agar menjadi lebih aman, nyaman, dan layak huni. Penelitian ini adalah jenis penelitian deskriptif dengan pendekatan kualitatif.Implementasi suatu program merupakan suatu yang kompleks, dikarenakan banyaknya faktor yang saling berpengaruh dalam sebuah sistem yang tak lepas dari faktor lingkungan yang cenderung selalu berubah. Proses implementasi dalam kenyataannya dapat berhasil ditinjau dari wujud hasil yang dicapai. Dengan hasil penelitian dari segi komunikasi, program Bantuan Stimulan Perumahan Swadaya (BSPS) di Desa Selowogo Kecamatan Bungatan Kabupaten Situbondo sudah sesuai dengan peraturan yang telah ditetapkan secara efektif dan jelas untuk memastikan bahwa pesan atau informasi yang disampaikan ataupun diterima sudah baik dan benar agar terhindar dari kesalahpahaman. Dari segi sumber daya, dari tenaga fasilitator lapangan hingga koordinator sudah melaksanakan tugasnya dengan baik sehingga program BSPS ini berjalan sesuai dengan prosedur yang berlaku. Dari segi disposisi, upaya bersama dari tim pelaksana, perangkat desa, dan masyarakat penerima manfaat untuk menjaga komitmen, transparansi, dan akuntabilitas membantu memastikan bahwa program BSPS berjalan efektif, serta untuk memenuhi kebutuhan mereka dari rumah yang tidak layak huni menjadi rumah yang layak huni sehingga masyarakat dapat tinggal dengan nyaman. Dari segi struktur birokrasi, pembagian tugas yang jelas, dan keterlibatan aktif dari tingkat pusat hingga desa adalah elemen penting dalam menjalankan program BSPS. "Implementation of the Self-Help Housing Stimulant Assistance Program (BSPS) in Selowogo Village, Bungatan District, Situbondo Regency" Self-Help Housing Stimulant Assistance (BSPS) is a government facility in the form of social assistance to Low Income Communities (MBR). Self-help houses are houses built on the initiative and efforts of the community, either individually or in groups. This program aims to empower low-income communities to be able to build and improve the quality of houses independently so that they can live in decent house in a safe and healthy environment. Improving the quality of the house is done by repairing the house. Physical housing assistance is a form of support and improvement of physical infrastructure in the home or residence of an individual or family in need. The main aim of physical housing assistance is to improve living conditions become safer, more comfortable and livable. This research is a descriptive research with a qualitative approach. The implementation of a program is a complex thing since many factors influence each other in a system which cannot be separated from environmental factors which tend to always change. In fact, the implementation process can be successful seen from the results achieved. The results of this research reveal that first, from communication, the SelfHelp Housing Stimulant Assistance (BSPS) Program in Selowogo Village, Bungatan District, Situbondo Regency is in accordance with the regulations that have been established effectively and clearly to ensure that the message or information conveyed or received is good and correct to avoid misunderstanding. Next, from the resources, field facilitators and coordinators have carried out their duties well so that the BSPS program runs in accordance with applicable procedures. Then, from disposition, joint efforts from the implementation team, village officials and beneficiary communities to maintain commitment, transparency and accountability help to ensure that the BSPS program runs effectively, as well as it meets their needs from uninhabitable to livable houses so that people can live comfortably. Finally, from bureaucratic structure, clear division of tasks, and active involvement from central to village levels become important elements in implementing the BSPS program.
