Abstract

ABSTRAK Pariwisata merupakan sektor strategis yang berperan dalam mendorong pembangunan ekonomi daerah dan meningkatkan kesejahteraan masyarakat. Kabupaten Situbondo memiliki potensi wisata yang cukup besar, salah satunya Pantai Bletok di Kecamatan Bungatan. Pantai ini didukung oleh berbagai fasilitas seperti area parkir, dermaga, pusat kuliner, serta kegiatan Kuliner Senja Bungatan (KSB) yang melibatkan pelaku UMKM lokal. Namun, pengelolaan wisata masih menghadapi beberapa kendala, seperti kurang optimalnya pengelolaan kebersihan, keterbatasan sumber daya manusia, dan rendahnya partisipasi masyarakat dalam menjaga lingkungan wisata. Oleh karena itu, peran pemerintah desa sangat penting dalam pengelolaan dan pengembangan objek wisata secara efektif dan berkelanjutan. Penelitian ini bertujuan untuk menganalisis peran Pemerintah Desa Bletok dalam pengelolaan objek wisata Pantai Bletok, Kecamatan Bungatan, Kabupaten Situbondo. Metode yang digunakan adalah penelitian kualitatif dengan pendekatan deskriptif. Informan penelitian berjumlah lima orang yang terdiri atas informan utama dan pendukung. Analisis data dilakukan melalui reduksi data, penyajian data, dan penarikan kesimpulan, sedangkan keabsahan data diuji menggunakan triangulasi sumber dan teknik. Hasil penelitian menunjukkan bahwa: 1.) Pemerintah Desa Bletok telah menjalankan. perannya melalui perencanaan, pengelolaan, pemberdayaan masyarakat, penguatan kelembagaan, serta promosi dan kerja sama.2.) Faktor pendukung meliputi potensi alam, dukungan pemerintah daerah, dan partisipasi masyarakat, sedangkan faktor penghambat meliputi pengelolaan sampah, keterbatasan SDM, dan rendahnya kesadaran masyarakat terhadap kebersihan kawasan wisata. Situbondo Regency possesses significant tourism potential, notably Bletok Beach in Bungatan District. The beach is supported by various facilities such as a parking area, a pier, and a culinary center, as well as the Kuliner Senja Bungatan (KSB) activity, which involves local MSMEs. However, tourism management still faces several obstacles, such as suboptimal cleanliness management, limited human resources, and low community participation in maintaining the tourism environment. Therefore, the role of the village government is crucial for the effective and sustainable management and development of the tourist attraction. This study aims to analyze the role of the Bletok Village Government in managing the Bletok Beach tourist attraction in Bungatan District, Situbondo Regency. The study employs a qualitative method with a descriptive approach. There are five research informants, consisting of primary and supporting informants. The data analysis was conducted through data reduction, data presentation, and conclusion drawing, while data validity was tested using source and technique triangulation. The research results indicate that: 1.) The Bletok Village Government has carried out its role through planning, management, community empowerment, institutional strengthening, as well as promotion and collaboration. 2.) Supporting factors include natural potential, local government support, and community participation, whereas inhibiting factors include waste management issues, limited human resources, and low community awareness regarding the cleanliness of the tourism area.
