Abstract
INDONESIA Standar Operasional Prosedur merupakan pedoman dalam melaksanakan pekerjaan berdasarkan fungsi, tugas, tanggung jawab, tata kerja, prosedur kerja, dan sistem kerja yang berlaku. Penelitian ini bertujuan untuk mengetahui pelaksanaan dan implementasi SOP pelayanan pada Unit Pelaksana Teknis Pengelolaan Sumber Daya Air di Desa Panji Lor, Kecamatan Panji, Kabupaten Situbondo. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa pelaksanaan SOP pada UPT Pengelolaan Sumber Daya Air telah berjalan cukup baik. Perencanaan penyediaan air tahunan, pembagian air, rencana tata tanam, dan pengeringan dilaksanakan melalui koordinasi antara UPT, petugas lapangan, kelompok tani, dan masyarakat. Berdasarkan model implementasi George C. Edwards III, komunikasi berjalan baik, sumber daya cukup mendukung meskipun masih terdapat keterbatasan sarana dan prasarana, disposisi menunjukkan tanggung jawab dan komitmen pegawai, serta struktur birokrasi telah sesuai dengan pembagian tugas dan wewenang. Implementasi SOP telah terlaksana cukup baik dalam mendukung efektivitas pelayanan pengelolaan sumber daya air kepada masyarakat. ENGLISH Standard Operating Procedures (SOPs) serve as guidelines for carrying out work based on established functions, duties, responsibilities, work arrangements, procedures, and systems. This study aims to examine the execution and implementation of service SOPs at the Water Resources Management Technical Implementation Unit (UPT) in Panji Lor Village, Panji District, Situbondo Regency. A qualitative approach was employed, utilizing data collection techniques such as interviews, observation, and document analysis. The research findings indicate that the execution of SOPs at the Water Resources Management UPT has proceeded quite well. Activities such as annual water supply planning, water distribution, cropping pattern planning, and drainage/drying schedules are carried out through coordination among the UPT, field officers, farmer groups, and the community. Based on George C. Edwards III’s implementation model, communication is effective; resources are generally adequate, despite some limitations in facilities and infrastructure; staff dispositions reflect responsibility and commitment; and the bureaucratic structure aligns with the division of duties and authority. Thus, the implementation of SOPs has been effective in supporting the delivery of water resource management services to the community.
