Abstract

INDONESIA Kebijakan integrasi data melalui Data Tunggal Sosial dan Ekonomi Nasional (DTSEN) sebagai pengganti Data Terpadu Kesejahteraan Sosial (DTKS) merupakan instrumen penting dalam meningkatkan efektivitas dan ketepatan sasaran program kesejahteraan sosial. Penelitian ini bertujuan menganalisis implementasi kebijakan DTSEN serta mengidentifikasi faktor pendukung dan penghambat pemutakhiran data di Desa Panji Kidul, Kabupaten Situbondo. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis data mengacu pada enam variabel model implementasi kebijakan Van Meter dan Van Horn. Hasil penelitian menunjukkan bahwa implementasi Kebijakan DTSEN di Desa Panji Kidul berdasarkan model implementasi kebijakan Van Meter dan Van Horn secara umum telah berjalan dengan baik yang terdiri dari standar dan sasaran kebijakan, sumberdaya, komunikasi antar organisasi, karakteristik agen pelaksana, kecenderungan pelaksana, kondisi ekonomi, sosial, dan politik. Hambatan utama berupa perubahan peringkat kesejahteraan atau desil yang dinamis, sehingga masih terjadi inclusion error dan exclusion error dalam penetapan penerima bantuan. Faktor pendukung meliputi komunikasi, koordinasi, pembagian tugas yang jelas, serta komitmen dan responsivitas pelaksana. Faktor penghambat lainnya adalah dinamika sosial ekonomi masyarakat dan pemahaman publik yang belum optimal terhadap kebijakan DTSEN. ENGLISH The data integration policy via the National Socio-Economic Single Data intended to replace the Integrated Social Welfare Data serves as a crucial instrument for enhancing the effectiveness and targeting accuracy of social welfare programs. This study aims to analyze the implementation of the DTSEN policy and identify the factors facilitating or hindering data updating in Panji Kidul Village, Situbondo Regency. A descriptive qualitative approach was employed, utilizing data collection techniques such as interviews, observation, and document review. Data analysis was guided by the six variables of the Van Meter and Van Horn policy implementation model. The findings indicate that the implementation of the DTSEN policy in Panji Kidul Village has generally proceeded well across the model's dimensions: policy standards and objectives, resources, inter-organizational communication, characteristics of implementing agencies, implementer dispositions, and economic, social, and political conditions. The primary obstacle stems from the dynamic nature of welfare rankings (deciles), leading to persistent inclusion and exclusion errors in the selection of aid recipients. Facilitating factors include effective communication, coordination, clear division of tasks, and the commitment and responsiveness of implementers. Conversely, hindering factors include the community's socio-economic dynamics and a lack of optimal public understanding regarding the DTSEN policy.
