Abstract
INDONESIA (Kedinasan merupakan sarana yang menjadi suatu penentu dalam pengembangan suatu kota. Perkembangan suatu kota dapat dilihat arah perubahannya melalui rancangan dan penerapan oleh instansi – instansi pemerintahan. SDM menjadi suatu faktor yang cukup andil hamper di sebagia besar topik tersebut. Tujuan penelitian ini ialah guna menganalisa serta menguji pengaruh Motivasi Kerja, Budaya Organisasi, dan Lingkungan Kerja terhadap Kinerja Non ASN pada Dinas PUPP Kabupaten Situbondo dengan adanya moderasi berupa disiplin kerja. Popiulasi dalam penelitian ini merupakan karyawan Non ASN pada Dinas PUPP Kabupaten Situbondo. Sampel pada penelitian ini ditentukan menggunakan rumus slovin dengan Teknik pengambilan sampel random probability sampling. Analisis data dan pengujian hipotesis dalam penelitian ini menggunakan model persamaan structural – Partial Least Square (PLS-SEM). Hasil uji hipotesis pengaruh langsung menggunakan Smart PLS 3.2.9, menunjukkan Motivasi Kerja berpengaruh signifikan terhadap Kinerja, Budaya organisasi tidak berpengaruh signifikan terhadap kinerja, Lingkungan kerja berpengaruh signifikan terhadap Kinerja, dan Disiplin Kerja memoderasi secara tidak signifika pengaruh Motivasi Kerja terhadap Kinerja.) ENGLISH (The officialdom is a facility that is a determinant in the development of a city. The development of a city can be seen in the direction of change through design and implementation by government agencies. HR is a factor that is quite influential in most of these topics. The purpose of this study was to analyze and test the effect of Work Motivation, Organizational Culture, and Work Environment on Non-State Civil Apparatus (ASN) Performance at the PUPP (Department of Public Works, Spatial Planning and Land) Office of Situbondo Regency with moderation in the form of work discipline. The population in this study were Non-State Civil Apparatus (ASN) at the PUPP (Department of Public Works, Spatial Planning and Land) Office of Situbondo Regency. The sample in this study was determined using the Slovin formula with a random probability sampling technique. This study's data analysis and hypothesis testing used the structural equation model - Partial Least Square (PLSSEM). The results of direct influence hypothesis testing using Smart PLS 3.2.9 show that Work Motivation has a significant effect on Performance, Organizational culture has no significant effect on performance, Work environment has a significant effect on performance, and Work Discipline moderates insignificantly the effect of Work Motivation on Performance.)
